This is just awful - and apart from that killing a proportion of them won't guarantee safety for human beings.

Unfortunately like in Alaska the bears no longer have the fear of humans and the humans are to blame for that.
they encrouch on bear land and think they should feed them and try to pet them!
If the bears have overbred then a cull is needed.

"bang bang you are all dead!" strikes me as beinng a rather un-useful boundary condition
