Your first step should probably be to contact the SEF. (Servi�o de Estrangeiros e Fronteiras). The website is here:
http://www.sef.pt/index.uk.php?lang=uk

It's not the best-designed website that I've seen but if you click on 'Help' you'll find quite a bit of information. More importantly, however, the 'Contact Us' link is within the Help section. This brings up a form which you can submit with your query. SEF should then be able to provide more detailed information.
