The toilet cistern ios making a loud noise when filling moving the pipe at the top of the valve stops this but I cannot leave it off all the time suggestions please

it sounds like your ball valve.

the noise is caused by the water valve being open fully when you flush the toilet, its like turning your cold tap on full, ive tried this and my idea works to solve the problem here goes = connect a short piece of hose pipe to were water comes out and have it about 15mm of the bottom of the cistern when the water rises above 15mm it will stop the noise , try it m8 it works,
