Does anyone know what obtaining one of these entails in terms of content - I need to get one for offshore boating and wondered if I needed to revise before attending a course.

Take a look at the RSGB site .. its at www.rsgb.org.uk I think that you need a B licence so would not need to take a Morse test. Larger Colleges run courses but you should be able to find out more from the RSGB. Hope this is of some use and Good Luck.
I should not bother with the RSGB site, it is for ham radio, not marine radio, instead have a look at the RYA (Royal Yachting Association)site. It is no longer possible to take the VHF only course, you will instead have to take what is called the SRC (sort range certificate)which includes GMDMSS, you really ought to be looking for a local rya, or if you are lucky and have a local RNXS association you will find that they will have courses to suit you.
