I have someone that is not paying for an item. I want to relist the item and leave negative feedback. I'm sure once i do that they will also leave negative feedback about me, can they do that if i relist?

Yes they can. You have 90 days to leave feedback, wait until the 90th day and then leave it at the last minute. By the time they realise, it will be too late for them to leave it

Start the Unpaid Item Dispute. When you have been awarded your final value fees relist the item. If it sells you will only pay one lot of listing fees, so you will not lose out.

Leave negative feedback as soon as you get your FVFs. If you remain polite and factual you will not do yourself any harm.

'Non-paying bidder - FVFs awarded'.

This warns other sellers. If he gives you a neg in return you can reply so that it shows on your feedback - 'Retaliatory neg from non-paying bidder'.

If people don't leave feedback because they are frightened of getting negs in return it is absolutely pointless and meaningless. Be brave and wear retaliatory negs with pride.

I've only used ebay twice, and the first time was absolutley fine, but the second time was just the opposite! I bought an item from a chap who lived in the same town as the person I wanted the item delivering to. He said he'd drop it off on his way home from work, so I said (perhaps foolishly) "so you'll refund the postage you've charged?" He then went petty and refused to deliver the item, and left it to the last minute to post it. I gave him negative feedback and he sent me nasty emails, gave me silent phone calls, and also gave silent phone calls to the person I had wanted him to deliver to. I had to change my email address and my phone number. I would never use ebay again, you just don't know who you're dealing with.

The problem with Ethel's answer is that a lot of people just look at the %ge of positive answers and do not go in and read the actual reasons behind them

I think I agree with the above post - a lot of people will be put off completely by any negative feedback at all that you have, even if the other guy is in the wrong. If he can't even reply to feedback that you leave then I'd go for the "last minute of 90 days" thing as chazza initially said.
