does a medicine have different effectiveness if it is available in tablet and syrup form? (ie piriton)

not if they are both taken orally. Depending on the coating of different oral preparations you can make them behave differently, for example be released over 12 hours instead of immediate release
The syrup will start to work slightly quicker as it will be more readily absorbed into the bloodstream.
