I have two chillers using the same condenser water. #1 will surge about 5 degrees sooner than chiller #2 ??

The tubes are not dirty. #1 will surge at about 75degrees condenser water inlet, while #2 won't surge until about 80 degrees. they are running at 24 degrees setpoint. It is an Thermal Ice Storage (glycol) System.

Could #1 be low on refrigerant??
