I think it is best to go ahead and pound it in first so as not to ruin the finish.

Well nailpolish has three ingredients.
Solvents, Resins, Pigments
The Pigments are the color
some colors have to be tested by the government to see if they are safe
the resins keep the polish flowing.
the solvents make it harden

The solvents make the resins desolve and then the solvents take over and harden the polish
