How do I get a fancy scrolling signature on my Outlook emails>?

In Outlook got to tools-options and the 3rd tab is mail format. Under signature you can add or create a signature as ostentatious as you like.

But, if you'll permit me to say, they're (IMO) really annoying and naff. They're the equivalent of the HTML scrolling marquee code!
