TV reception is all down to the aerial, if there is no outside aerial and you are using an indoor one, there are numerous factors such as high buildings etc that obstruct the signal.
If she is in a bad reception area due to the position of the building there is nothing that you can do. Someone will no doubt suggest an aerial booster. These are useless in a bad reception area as they only boost a bad signal, making the picture worse. These boosters are only good if you are in an area with a weak signal.
What is the reception like in the other peoples rooms?
Sorry if I am being unhelpful but facts are facts.
Regards

You need to buy digital receiving equipment (either Sky or Freeview) for her.
I am convinced that there is a deliberate strategy to downgrade analogue terrestrial TV signals so that more and more people switch to digital before they are forced to. This will make the enforced changeover seem less draconian because large numbers of viewers have already realised the advantages of the digital system.
In fact they will have done nothing of the sort. I was quite happy with my terrestrial reception until it started to deteriorate about twelve months ago. Now it is virtually unwatchable and I and my neighbours have been forced to make the switch.

avoid the old style 'rabbit ears' aerial or the fm rod type, as found on radios- they're for VHF not UHF and are utter cr@p.
Try investing in the type which look more like a roof aerial, or the ones that have an amplifier built in and look like a mini satellite dish. Then put it as close to the window as possible.if your TV is not near the window, that shouldn't be a problem if the aerial has a bult in amplifier - then you can buy an extra couple of metres of RF cable to extend the connection lead to run to the TV whilst keeping the aerial near the window.
as others have said, if the rom is on a low floor of a block and is surrounded by othe rbuildings or hills, forget it! Also, if analogue reception is bad then digital almost certainly won't work - with analogue you get a partial , snowy pic but with digtial it's usually all perfect or nothing.
