The UK is not a signatory to the Schengen agreement, so a UK visa is not transferable to other countries.

Your friend needs to apply for a Schengen visa. This can be done through the Italian consulate offices in London, Edinburgh, Manchester or Bedford. The cost is 35 euros (about 25).

The need for your friend to acquire a visa, together with further information about the application process, can be seen on the Italian embassy website:
http://www.esteri.it/visti/index_eng.asp
(You should ensure that your friend is aware of the two items referred to under 'Important information for foreigners').
