Who decides on a hurricanes name and why are some female and some males names?

Hurricanes are given their names by the american equivilant of the Met Office and the convention for naming them is that the first one of the season is an "A" say andrew and then the next will be a "B" but a female name (or vice versa if "A" was angela for example) on through the year was goes back to the start of the alphabet once "Z" is reached.
They used to be just male names until about 15 or 20 years ago (can't remember when) when it was decided this was not very PC, so the alternating male/female names were adopted.

why are hurricanes named after women? because they arrive wet and wild but when they go they take your house and car with them
