I don't see why not. Duty has been paid on them, you're importing them.

well....if they were being posted from one address to another then they would no longer be for personal consumption.
Perhaps ebay won't allow it as you could potentially illegally supply them to a person under the legal age to buy them. They may be just legally covering their backsides.
Don't you have to be licensed to sell tobacco?
There is nothing to stop you posting cigarettes within the UK if the UK duty has been paid on them.

A license is required to sell tobacco products.

'Personal consumption' refers to cigarettes imported from abroad.

Mortartube's explanation for eBay not selling them makes absolute sense.

ah I dont see tobacco on the list.
The two links are to corroborate that eBay prohibits the sale of cigarettes, cigars and smokeless tobacco for reasons which have nothing at all to do with the postal system (your second question) and that tobacco is indeed a non-prohibited substance in regard of Royal Mail postal rules (your first question).
