is it technically possible for a console(approved by the various platforms) to be produced that would play EVERY computer game format (xbox nintendo , ps2 etc ) -or is this too difficult and conflicting?

technically possible yes but it would never happen.
hardware is a very lurative business worth billions worldwide and the big manufacturers would never agree to how to split that pot or what to even put in the machine.

They'd just have a PS2 chipset, separate from the XBOX chipset, etc., so that you'd just need a basic chipset to check which chipset it required then control will be passed on. This is how the PS2 plays PS1 games.
