Webcam help

I recently bought my husband a webcam (Logitec) and the problem is that when he is using it he can see the person at the other end but they cannot see him. Is there something he should be doing and isn't ? The person he communicates with has no difficulty in seeing other users so presumably they are doing all the right things. Any advice would be appreciated as it is a frustrating problem and the cam wasn't cheap.

is he using it thru hot mail or similar,u have to accept invatation to view ,or decline
