Gas Safety Certificate

We've had a number of problems with the plumber who installed our new boiler when we had an extension. We have refused to pay him until we have our Gas certificate (this on the advice of our builder who brought in the plumber). 10 months after installation, he has just done what he called the final safety inspection. He told me he 'inputs the details' (no idea where!) and we should receive a certificate from CORGI a couple of days later. Three weeks down the line, nothing has arrived. He's ringing me up chasing payment, but is very vague when I remind him I've had no certificate.
My questions are -
-who should send me a certificate, the plumber himself or CORGI,
-how long should it take to arrrive
-can he make me pay before the certificate is received?
I'm assuming this certificate is similar to the electrical one we received from our electrician - no problems there! - and that we would need it should we ever sell. Is this correct?

For more on marking an answer as the "Best Answer", please visit our FAQ.He should give you a certificate himself, if he doesn't ask to see his corgi registration, infact tell him you want to see that before you pay him anyway. you could always contact corgi and ask them if he is registered. If he isn't corgi registered it doesn't necessarily mean he can't/hasn't done the job properly but he should get it tested by a corgi qualified person

Thank you - I've rung Corgi & they were very helpful. Turns out he has submitted the details, & Corgi will produce the certificate within about 14 days. However, true to form, the plumber has lied to me again - when he last rang chasinng payment, he said he'd input the details the same day as the inspection - he didn't actually do it till a week later, around the time he actually rang me!
