can this work on any lap top

Hi was was just going through ebay and I found this, does it work on ANY laptop and computer you do you need to be able to watch tv on it in the first place? I really dont understand it but it sounds good if you can just plug it in and watch!! The links below,

I have one and it works with XP. It found 92 channels - taking out repeats, I had 63. Unless you have a very strong signal, you will need to plug your house aerial into it (as I do). They do not yet work with Vista. I am waiting for updated drivers from Afatech (the chip maker) in order to use it with Vista.

They work ok, but you need to use a good aeriel as the little one supplied is us. The software supplied is good for recording programmes etc, and you can record to disc if you have a burner.
