We have a bedside lamp that has no switch but works by a finger touching the base (touching giving the sequence dim, medium, bright, off). The other day, the bulb blew and blew the fuse at the same time. We have replaced the bulb (same as previous bulb) and replaced the 3A fuse. Now, touching has no effect. Plug in the light and it is on bright but (as there is no switch) we have to pull out the plug to turn it off.

Any ideas
