The inside surface of the glass bowl is coated with graphite and earthed. The high voltage, or potential difference, makes the electrons arc to the earthed graphite. Your hand attracts the electrons because you too are earthed, but to a lesser degree - hence you don't get electrocuted since most of the current flows through the graphite.
