Hot water is permanently on?

After finding that my gas bill has gone up ii have found that my hot water is permanently on and if i switch it off on the wall then it also turns off my central heating. I have lived in my house for around a year and inherited a dodgy programmer switch. Could this be the reason my gas bill is so high?

Could be the programmer,but could also be the hot water tank thermostat stuck in the on state.Does the programmer provide independent control of water and central heating?
