Locate a hole through the shaft and insert a screwdriver or similar object to hold the shaft from turning.
The nut securing the buffer wheel is typically threaded in the direction that will tighten if the bufferwheel slipped when pressure is applied so will loosen in the same direction as the shaft normally rotates in operation.
