My new young acer has something that looks like powdery mildew, but I think it is not powdery mildew... Some of the leaves are also curling and drying out. Many of the leaves are dying and no new ones are coming up. What could it be and what should I doZ?

Mine are the same, it's called Peach Leaf Curl. Use a copper fungicide as it can live through the winter.
Another possible cause is using fertiliser.They just don't like it.
