It presumably has a pressure switch that cuts in and out to regulate it

Found mine did this when using at daughter's house. Thought it was low water pressure, but found that extension hose pipe had to be fully unwound and straight. Could be that.

This happens to me when I have a conector on the tap or the washer that cuts the water supply off when disconected

The compressor does turn and off if you are pressing on the trigger or not, its to protect the compressor and stop the flow
