I am having economy 10 installed from my previous ecoomy 7. I would like to run a outside light off this?
Would this mean that the light would only have power for certain times in the day.

It all depends on if you have 1 or 2 fuse/circuit breaker boards. If you have 1 then you will need a timer as the one board will be live 24/7 but if you have 2, then one of them will only be live when the meter clicks over for the Economy 7 or 10, it's better to use the 24/7 board and just set the timers for the time when you get cheap electric as if you need to put the lights on when you are not in the economy time then they will still work....
