advice re british bank account for people living abroad

I am a British subject living abroad in the EU. I receive a works pension payable in the UK and pay my taxes in the UK.
I have been trying to find a British bank that will let me open an E savings account, but they seem to only allow this for persons who are permanently resident in the UK.

Does anyone know of such a bank who could accomodate me.
