No, for the very simple reason that there is no 'appropriate authority'.

Lotteries, of the type that your local school or scout group might sell you tickets for, have to be registered with the local council. A statement of accounts has to be submitted to the council. (However, there's no actual evidence required to accompany those accounts).

Commercial companies aren't permitted to conduct such lotteries. Any competitions they run must either be games of skill (rather than of chance) or, if they're effectively a lottery they must be free to enter. (That's why you see the phrase 'no purchase necessary') There are no laws relating to the conduct of such competitions (other than the same laws relating to fraud which apply to all activities). Hence there is no regulatory body.
