Or do you mean the South African National Senior Certificate, which is also known as the 'matric' (matriculant) certificate? That's roughly the same as English 'A'-levels.

Or is it an older person's qualification? In the 1950s and 1960's the School Leaver certificate and other certificates issues by grammar schools, technical schools and secondary moderns were often referred to as matriculation certificates. In this case, the equivalence would depend on the detail eg a grammar school student who matriculated at age 18 with Latin, Ancient Greek and Art History is likely to be A-level equivalent; a technical school student matriculating at 15 years old with woodwork, metalwork and cabinet making is likely to be GCSE / BTEC equivalnet - but you would have to get these details recognised by one of the exam boards.
