I live in Greece. I have never heard of the Government auctioning land or property. If such a department exists, your local Greek embassy will supply any contact details.
What the British would describe as common land usually belongs to the Greek Forestry, wether it has trees or not. As such, it is unavailable for development. Hence the fires of 2007, where vast areas of 'forest' land was put to the torch in arson attacks. Strangely, the most desirable of those burnt areas are now being developed. Best of luck
