there is no weather category so this looks like a good place to ask what the difference is between partly sunny and mostly cloudy.

As far as I know thre's not official definition of these phrases.  It just depends on the individual forecaster and now optimistic he feels - like the difference between a cup half full and one half empty.

According to today's forecast, we can look forward to "localised rain", but we don't know where it's going to be "local" to.

If my memory serves me correctly any cloud cover refers to Ocktas.

I.e. cloud cover is defined in eighths - 0 Ockta being totally sunny, 8 Ocktas being totally obscured. But then that does not really answer your question unless you are used to aviation type weather reports. And of course you don't see that type of forecast on the TV or radio.What were you wanting to know exactly ?
