It has never been part of Building Regulations that escape from the ground or first floor needs to be effected through the windows (in a normal domestic dwelling).
It used to be true that an escape route was required from the second floor, but it would not satisfy the Regulations to have it through the top of the window - one would never climb through there before the flames were licking around your arris.
