sewing machine bobbin thread sticks

Can you advise what to check for or adjust?  I thread up the sewing machine but the bobbin thread doesn't pull through freely, in fact, once threaded, it sticks tight.  I have tried removing the bobbin case and loosening the screw on the side of it but although this allows the thread to flow better, there is no bobbin tension so when sewing the lower thread pulls straight through.

I can't find any reference to this sort of problem in the instruction book but I don't want to call someone out if it's a fairly simple thing to put right.

I used to go to sleep as a child listening to my Mother sew on a treadle drive Singer machine... I remember her talking about a similar problem.  She found that there was dirt or lint in the bobbin case.  Additionally,the bobbin case should be inspected for burrs or orther damage.  When was the last time the machine was lubricated? Good luck!
silly question,are you sure the bobbin is the right way up ?
probably equally silly - but are you sure it's the right bobbin?  My machine likes some but not others.
Could be something stuck in the thing that you put the bobbin case into (sorry don't know what it's called!) Maybe some thread? Hope you get it sorted soon.

Your suggestions are still welcome - I've cleaned and oiled the machine according to instructions, checked the bobbin and its case - still no joy.
