grow your own sheep

my niece got this kit for xmas grow your own sheep,which consists of a stiff cardboard/blotting paper sheep that you have to assemble then empty this clear gel in the container underneath the stand making sure that the sheeps feet sit in the liquid, the liquid then soaks up through the legs to produce a foam which really does look like a wooly sheep.it doesn't say on the box what it is -except that it is non toxic.obviously the cardboard is treated with some chemical which reacts to the gel but what is it?

it depends.  the easiest one would be sodium bicarbonate on the sheep and a solution of soap and citric acid in the liquid.
