Can't see why it should fail. Mine has no steering lock and passed last year.
no
A steering lock is, in affect, a security device. It does not affect the operation of the vehicle. Not so many years ago cars did not have steeering locks and some older cars still driven today have none. So this should not have any detrimental affect upon an MOT.
no problem. As long as the steering moves freely and the wheel has no 'play' in it, you will be fine.
Should be OK as long as it's not locked on.
