Fitting a new WC

I am fitting an Armitage Shanks "Encore" close coupled WC. The cistern only fills to about half full which I estimate to be about 2.5 litres whereas the line marked on the cistern is 6 litres. Is this correct or do I have a fault? It is a single flush button not double.

You can adjust the fill level by unscrewing the float inside the cistern. If you are competent enough to change the WC you should really be aware of this basic function.
i think that this might be his first time at doing this and needs a little help, so good of him to have a go and save himself some money, and the idea of answerbank is to give that help, not to criticize ones efforts
I hope you don't consider this criticism Willywonker, but in my experience I find it always helps to read the instructions that must have come with the WC. I would be very surprised if they didn't.
