They use a similar technique to those who steal credit cards. There is a period when phishing is set up and people do not realise they are being scammed. So phishing takes place. Once the scam is rumbled the perpetrators move on leaving no trace. After all, you can set up a website and give false details or details that are so obscure that you are untraceable. The route to a phishing website is likely to be via a number of routers and not direct anyway.

I was unfortunate enough to have credit and debit cards (and an old driving licence) stolen whilst I was having a meal in a restaurant. Over �3000 was taken in cash and currency in less than an hour, and nothing was taken after one hour. I discovered the loss in about one and a half hours. The thieves were long gone and never caught even though they were recorded on CCTV...
