How does my Whirlpool oven work?

I have recently aquired a Whirlpool single oven (Mod. AKZ451/WH/01). Having read the instructions I seem to be able to get all functions to work except for one. When I set the normal fan oven function it will not warm up or get anywhere near to temperature. The only way I can get it to do so is to also set the 'warming' & 'browning' functions. All other functions work independantly. Is this right (it doesn't seem so to me!) or is there an obvious fault?
Any thoughts would be welcomed.
