I've tried turning the hot rads off, but the other rads are still cold and the pump in the airing cupboard is so hot that I can't touch it. Is this how it should be? any ideas?

have you tried bleeding the radiators that are not heating up. This is a small plug at the top which you loosen to allow the air to escape.

If you have just started using the central heating, perhaps in a new house,  the return valve on the radiator may be closed off. This is a screw plug in the pipework to/from the radiator and can be adjusted using a screwdriver. hope this helps
