who deciedes what day our national holidays are in the UK, for example who decieded to make the easter break early this year?

The rules for Easter have been set for centuries, no one decided. It goes something like this. Easter Sunday is the first Sunday after the first Full moon after the Vernal Equinox. So Easter can be between March 22 and April 25.
What Loosehead says! :)  It's always a mouthfull tryinig to explain Easter to friends/colleagues!
