Who Makes The Decision ?

Recently, a vehicle demolished part of my house. My house/contents insurer's representative has informed me that the driver's insurance company have accepted full responsibility, and will therefore be liable for all rebuilding/contents costs.
My insurance company's representative informed me that my insurance company could provide a builder to quote for rebuilding work, or I could provide my own builders quotes.
I informed him that I would provide one quote ( a builder who has carried out work for me in the past, and who I have every confidence in ). My insurance company are also providing a builder's quote .
Will the contract automatically go to whoever's quote is lowest, or, (should the insurance company's builder's quote be lowest), will I, as the house owner not get a say in the matter ?
