Unsolicited Telephone Calls.

I paid £45.00 to a call blocking service.The contract (by telephone) was as follows :- Unsolicited commercial and silent calls to be blocked.The contract in my name would,in perpituity,cover my telephone.A certificate of authenticity to this effect to be issued.
During the first 3 weeks no unwanted calls were received.Then they began again.For eg.ON 19/8/13 I received 4 calls at 11.48,12.20,13.36 and 16.24.During the past I have reported the calls to the firm via their web site.For each reported I receive a confirmation e-mail to say the sender will be asked to remove my number from their call list.
I have yet to receive the certificate of authenticity.I continue to receive unsolicited calls.I have written to the firm.I have requested a telephone contact via their web facility.I have yet to receive their call.I have tried phoning to be kept waiting (last time 30 mins.and give up.
My question is ''What do I do now''

who is your service with?
We have a paid-for service with the Call Prevention Service - never had any trouble with it. If any calls sneak through, we ring them up to report them, CPS contact the caller and tell them to stop and they do.
The contract is in perpetuity for £45? I am a bit sceptical about that!
