5 of my work collegues got parking tickets on a road that was closed by the council for work being undertaken. We were advised it was ok to park there by the workmen as the road was closed and we couldnt get access to our staff car park. Where were then given 5 tickets of course on 5 cars.
Is there not somehting somewhere that says if road is closed then parking restrictions do not apply as the road is not actively being used.

The fact that the road was closed does not in itself "switch off" the parking restrictions.
If you want to challenge the tickets you almost certainly need to go to court and make an appeal to the Magistrates' sense of fair play. The parking restriction was enacted to assist the flow of traffic. However, with the road closed this reason was redundant. The contractor's muddy works obscured the yellow lines. Etc etc.
Traffic Regulations Orders (the things that allow restrictions to be enforceable) stay valid on any road, whether temporarily stopped up or otherwise. Council workmen are not legally empowered to override TRO's, only policemen can do that. Only if the TRO was suspended would the restrictions not be in place.
