Does anyone know if you can insure a motor car in the Isle of Man that does not have road tax? In this country the car needs valid road tax before you can insure it.

You've got yoir information back-to-front. In the UK you need to have insurance BEFORE you can tax a vehicle.
Are you asking whether there is a requirement in the Isle of Man to pay UK road tax ?

I am asking if you can insure a vehicle without tax. Isle of Man only.

Covered above. It either needs to be registered in IoM or for up to 12 months stay although:
"A vehicle registered elsewhere which accompanies a visiting driver during his/her visit here may remain for up to 12 months without being re-registered on the Island, provided that the visitor remains in charge of the vehicle and does not become resident here."

You'd need UK car tax though to get it to IoM anyway wouldn't you? Or is it already in IoM ?
