I have just received my home insurance from Churchill for
£143.45. It has gone up££26.85. Last year £116.60.
I have found a cheaper price of £80. 98. Unfortuneatley
Chuichill want to charge me anadmin fee of £36.14 to
cancel this policy Can they do this.

It seems to me that you have tried to cancel your existing policy and not the renewal. If you have any outstanding payments for this 12 month policy you must pay them - they will chase you for money owing.
Simply tell them that you don't want to renew and arrange the cheaper insurance to start on the 27/6.
The insurance company is allowed to charge a fee for early termination of a policy (even if you pay monthly you agreed to buy a 12 month policy) but cannot charge you for not accepting a renewal quote.
I'd also suggest telling Churchill what your alternative renewal price is (if you're happy with them). They will often match a price if you ring and ask them.
