Hotel Radiator Smoke Damage

I stayed in a reasonably big named hotel on Thursday night there was no temperature control that was working it was very clearly broken. More concerning the radiator had been very clearly smoke damaged thick black stains across the front of the radiator and when I put it on there was a foul and acrid smell. I turned it off Is this dangerous I took pictures and emailed a complaint to the hotel. I live in Perth and only too aware of fire in hotels.

My radiators have been known to spray out smoky black mess when the being bled and the valves weren't closed quickly enough. Certainly leaves what might look like smoke stains.
If it were an electric radiator that would be a different matter. So what was it, a Best Western? ;-)
