Can anyone tell me why, my storage heaters give out lots of heat in the morning, but by the evening, it's chilly, are they on wrong setting I try to keep them on 21 all the time.

There were vents that you could open later in the day to supposedly let the stored heat out but most of the heat had disappeared by the evening anyway. They are inefficient and expensive to run. The only solution is a supplementary heater
The key to storage heaters is to make sure you're on the correct electricity tariff.
We have Economy 10 which gives us 5 hours of off peak supply at night which heats the bricks. Then another 3 hours in the afternoon and a top up 2 hours between 8pm and 10pm.
In the winter we turn the input up a bit and the heaters retain their heat all of the time.
If you use the output setting make sure it's off completely during the night othwise you're hearing the house while you sleep and you want to save it for tomorrow.
