Private access problem.....

Not sure if this is the right place for this...but anyway. My Inlaws live on a new estate and they share access to the main road with 3 other houses. The access is private and own by all 4 homes. Now at the end of the road, on the corner, theres a house with its own private access (the right side of his property is next to the private road and the front of his property is on the main road. There is no access to his home from the private road. OK!!!!!1 Now the guy on the corner is doing up his house and keeps having lorries, trucks, cement mixers and the like pull up on the private road and putting stuff into his garden over his fence. Well this keeps bloking up the private road, causing prolems to my inlaws and the other 3 familys from getting to there homes. He's spilt cement over the edge of the drive and leaves skips half on and half off his property. Any time anyone says anything to him he gets abusive and threatening. What can they do o stop him? They're all worried about reporting him to the cops as he's a nasty piece of work!!

I would think the same was true in England. I would get on to the developer and ask him to lay the law down. The developer will have a duty of care as he will have had drawn up all the relevant deeds.
Alternatively ask the fire brigade if there is an access problem. They go through the roof if emergency access is blocked.
