Council tax discount query

My father recently passed away and he was residing in the same flat as me. We moved in in 1999 and i was a student and my dad was 65 but what i didn't realise was it was my name on the council tax bill. I stopped being a student in 2003 and moved out of property to another part of the country and my dad continued to pay the council tax. I've looked over the bills and my dad never received any discount although he thought he was. Therefore my question is, do i have a right to claim a proportion of that money back considering a) i was a student and it was my name on the bill, b) when i left the property my dad wasn't receiving a single occupiers discount nor any discount for being an OAP.

Council tax is exempt in properties that only students reside in.
As your father also lived there, this was never the case.
Your father may have been entitled to the 25% single occupancy discount, but you cannot claim it on his behalf retrospectively.
Sadly, there is no automatic discount for being an OAP.
