When my insurance renewal came last year it was very expensive so I looked elsewhere and found a cheaper one cancelled the first by phone and knew nothing was amiss until I got renewal quotes from both companies this year. After checking my account I found that I have been paying both insurances. What can I do

I would send a copy of your insurance schedule for the cheaper company covering the period 2008 to 2009 to the insurers you instructed to cancel. Explain what has happened and ask for a full refund. Use recorded delivery.
