Insurance for cars off road

Someone told me that the government is going to make insurance compulsory for all cars, even those that are SORNed and not on public roads.

Is this true, and if so when will it happen?

There is no intention to make insurance compulsory for vehicles where a SORN has been made.

The latest proposals will make it obligatory to insure a vehicle that is kept (out of use) on private land but where no SORN has been made. It is already an offence to "keep" a vehicle on a road without insurance, regardless of whether it is driven or not.
