Can anybody explain to me or direct me to a web page that explains the employees entitlment if they are on the C.I.T.B. scheme. Who pays their wages, and what happens if their employer is constanly letting them down? Also are they entitled to a wage slip. We are in Scotland.
Factor30 has provided the correct link for the Construction Industry Training Board. 'Construction Skills' (which is actually a registered charity) is the new 'public face' of the CITB.
For accurate answers to your enquiries, I suggest calling either

Agree that your best bet is talk to people via the links Chris gave.
The way it works (unless it has changed recently) is that the employer registers the scheme as providing appropriate quality training, and this entitles it to certain grants.
It is the employer who employs the trainee though, pays them etc. in the same way as any other employer.
Yes, of course the trainee is entitled to a wage slip and 'normal' T&Cs of employment the same as any other employee.
thanks to all for your replies, got the phone number today and started the ball rolling, his employer constanly underpays him, he has never had a wage slip, and is currently ten days late with a wage due to him. it disgust me how a young hard working lad whos always at his work has been treated, hopefully he will get another placement as hes just going into his final year.
